- 12 lbs ground beef
- 1 lb chopped onions
- 4 oz chopped onions
- 4 oz chopped green peppers
- 1 tsp garlic powder
- 1 oz salt
- 3 oz chilli powder
- 1 tsp cumin
- 1/4 tsp cayenne pepper
- 1 oz brown sugar
- 7 lbs canned tomatoes
- 12 oz canned tomatoes
- 2 lbs flour
- 14 oz flour
- 6 Tbsp baking powder
- 2 Tbsp salt
- 1 tsp dry mustard
- 7 oz nonfat dry milk
- 12 oz shortening
- 10 oz processed cheese
- 1.5 qts water

- Brown beef in team-jacketed or other kettle until internal temp reaches 155 degrees F. Drain off fat.
- Add onions and green peppers to meat. Cook until vegetables are tender.
- Add seasonings and tomatoes. Simmer for 30 min or until thick. Scale meat mixture into two 12x20x2 inch pans, 9 lbs per pan.
- Combine dry ingredients in mixer bowl on low speed for 1 minute, using flat beater.
- Cut shortening and cheese into flour on low speed for 1.5 min
- Add water to make a thick batter. Mix only until flour is moistened.
- With no. 20 dipper, place topping 4x6 over meat mixture just before baking. Bake at 400 degrees F for 30 min. Cut 4x6.
