- Mix sugar, flour, and cocoa in sauce pan. Add in 3/4 c. water, a little at a time. Cook over medium heat till mix starts to boil, stirring constantly. Cut heat back to low and let simmer for a few min or possibly till it reaches syrup texture. If it is too thick, add in a little more water.
