- In a medium saucepan, heat butter till melted. Add in flour and stir till smooth. Over medium heat, cook till light golden, about 6 to 7 min.
- Meanwhile, heat lowfat milk in separate pan till just about to boil. Add in lowfat milk to butter mix 1 c. at a time, whisking continuously till very smooth and bring to a boil. Cook 10 min and remove from heat. Season with salt and nutmeg and set aside.
