- Preheat oven to 325F
- Mix flour, garlic powder, salt, pepper, paprika together and dredge beef pieces on both sides.
- Heat oil in a large stove-to-oven pan with lid or dutch oven over med high heat.
- Brown all of the flour dredged meat on both sides.
- Remove meat to a plate.
- Deglaze pan with red wine and cook over high heat for 4-5 minutes to reduce liquid to half.
- Add beef broth and tomato paste.
- Return meat to pan, put lid on and place in oven.
- Simmer in oven at 325F for at least 3 hours. Add additional liquid at 2 hour point if necessary.
