- Microwave potaotes and 2 Tbsp oil in covered large bowl until edges of potatoes are translucent, 4 to 7 minutes.
- Whisk 3 Tbsp oil, cilantro, scallions, vinegar, and garlic together in medium bowl and reserve.
- Meanwhile, pat steak dry with paper towels and season with salt and pepper.
- Heat 1 Tbsp oil in 12-inch nonstick skillet over medium-high heat until just smoking. Brown beef on all sides, 6 to 8 minutes. Transfer to plate and tent loosely with foil.
- Heat remaining 1 Tbsp oil n now-empty skillet over medium-high heat until shimmering. Cook potatoes and shallots until golden, 5 to 7 minutes.
- Drizzle steak with reserved cilantro oil and serve with potatoes and shallots.
