- Bring 6 qts water to boil and add in 2 Tbsp. salt.
- In a 12- to 14-inch saute/fry pan, heat oil till smoking. Add in scallions and garlic and saute/fry 1 minute, till light golden brown-brown. Add in tomatoes, fennel seeds, chili flakes, salt and toss till tomatoes begin to break down, about 7 to 8 min.
- Meanwhile, cook pasta till tender but hard, about 6 to 8 min. Drain and toss in pan with tomatoes. Toss till well coated and sprinkle heavily with cheese. Serve immediately.
- This recipe yields 4 servings.
