- Season fish with salt and pepper. Dredge fish in all-purpose flour then pan fry in oil until cooked and set aside.
- In a pan, saute garlic, onion, and red bell pepper. Ad the cayenne pepper and spanish paprika. Simmer for a few minutes and then add the tomato sauce, chicken stock, and cornstarch.
- Simmer until slightly thick. Season with salt and pepper then add garbanzos.
- In an 8 x 5 casserole, layer by topping the sauce on the fish. Sprinkle the cheese on top and bake in an over toaster.
