- Rub the fish with salt and pepper.\
- Heat up enough amount of oil in a pan and fry the fish until golden brown. Set aside.
- On a separate deep pan, sauté garlic and ginger.
- Add vinegar, water, sugar, and soy sauce. Stir until sugar is dissolved.
- Add shredded papaya. Cover the pan and simmer for 3 minutes or until papaya is cooked.
- Add bell pepper, carrot, and onion. Continue cooking for at least one minute.
- To thicken the sauce, make slurry by mixing 2 tablespoons flour and 2 tablespoons water.
- Pour the slurry on the pan, slowly stir until sauce thickens.
- Get the fried fish, top in on the vegetables, cover the pan and continue to simmer for another 1 minute.
- Serve.
