- Thaw scallops if frzn. Put together oil, onions and celery in 8 inch frypan. Saute vegetables till tender. Dissolve flour in lowfat milk. Gradually add in to vegetable mix. Cook till thick stirring constantly. Reduce heat and add in scallops. Cover and cook 1 to 2 min or possibly till scallops are opaque. Sprinkle with Parmesan cheese. Serve over linguini or possibly spaghetti. Top with strips of peppers. Makes 2 servings.
