- In a med. saucepan, bring 3 C water and bouillon cubes to a boil; stir in barley.
- Reduce heat, cover and simmer 10 - 12 minutes, stirring occas. Drain and set aside.
- In a lg skillet, saute/fry peas, onion and garlic in 1/4 C water for 5 minutes; reduce heat.
- Stir in barley and soy sauce.
- Cover and continue cooking till heated through, stirring occas.
- NOTES : PREP TIME: 10 minutes
- Cooking Time: 25 - 30 minutes
