- Stir together soy sauce and red pepper flakes in a shallow glass baking dish. Add in minute steaks, turn to coat and let marinate at room temperature 30 min, turning once.
- Meanwhile, cook spaghetti according to package directions; drain and rinse with cool water.
- Heat a 12-inch nonstick skillet* over medium heat. Add in 2 tsp. oil, onion and bell pepper. Cook 5 min, till onion softens. Add in green onions, ginger and garlic. Cook 1 minute, stirring. Add in cabbage, mushrooms, water, salt and pepper. Bring to a boil over high heat. Cook 3 min, stirring, till vegetables are tender-crisp.
- Add in pasta to skillet, tossing with vegetables till pasta is heated through. Transfer to bowl; cover and keep hot.
- Wipe out skillet. Add in remaining 1 tsp. oil and heat over high heat. Add in steaks; cook 1 minute per side, till well browned and medium-rare. Place on a cutting board and thinly slice on the diagonal. Divide pasta and vegetables between 4 serving plates; top with steak.
