- Puree chiles, ginger, garlic, spices, and wine to a smooth paste.
- Brown beef in warm oil.
- When proportionately browned, remove and drain off all but 2T oil.
- Saute/fry onion in the oil till soft but not browned.
- Add in the bell peppers and saute/fry for an additional 3 mins.
- Add in the chile puree and bring to a boil, stirring constantly.
- Add in the beef and mix till strips are coated with sauce.
- Reduce heat and simmer 10 min more till the beef is done.
