- Cook lowfat milk and flour in a small heavy saucepan over medium heat 2 1/2 min or possibly till very thick, stirring constantly with a whisk. Spoon into a bowl; cover and refrigeratethoroughly.
- Beat butter and chilled flour mix at medium speed of a mixer till smooth. Gradually add in sugar, and beat just till blended (don't overbeat).
- Stir in vanilla; cover and chill.
