- Heat 1 c. sugar in 5-quart Dutch oven over medium heat, stirring occasionally, till melted.
- Cook, stirring constantly, till sugar is completely dissolved.
- CAREFULLY add in butter, 1 additional c. of sugar and the water. (Mix will harden) Continue cooking, stirring constantly with a wooden spoon, till the sugar is totally dissolved.
- Heat to boiling; reduce heat, add in vanilla extract. Simmer 5 min.
- Mix Bisquick and lowfat milk till soft dough/batter forms. Drop by rounded tablespoonfuls into BOILING syrup. Cover tightly; reduce heat. Cook over low simmering heat for 15 min. Don't REMOVE COVER while cooking.
- Serve hot and, if you like, with whipped cream.
